We are interested in starting a paper to cover the Greater Tampa Bay Area… we operate a homeless shelter and would like to make this newspaper operation available to clients and those still on the streets. Any assistance you can provide would be of great assistance.

I have seen this concept many years ago in DC and would like to see it if is applicable to Orlando, FL or if program already exists. Specifically looking to see where other systems have failed and thrived and to learn from other mistakes. Looking to understand the true commitment that this might require.
